A VCF (or vCard) file is the standard format for contact data. When you export contacts from iPhone, Google, Outlook, or macOS, you get a .vcf file containing one or more contact records.
The easiest way is to log in to icloud.com on a computer, go to Contacts, select all (Cmd+A or Ctrl+A), then click the gear icon → Export vCard. You'll get one VCF file with all your contacts.
